Devastated over Trevor's death, Elijah and the Resistance step away from the war, and the three gang leaders establish the United Front. But life in the safe haven is not peaceful: Elijah relives Trevor's untimely end in his nightmares and believes the United Front are in on a secret scheme to conceal the truth about the Hall Beach picture. When the Resistance is called back, his suspicions come to a head when five super-charged Watchdogs trap them in the mysterious city of Arcadia.
Elijah and the team are against the clock to escape with no food, no water, and no chance of contacting the United Front all while discovering clues about the uncomfortable reality of their place in the war. But Elijah has an important question to answer: to prevent a synonym of Trevor, will he break the team's oath to never kill?
